Vampire isn't for "meta" combat - it's an RP thing. WW was supposed to be the same, but it's always been more useful because you have 0 drawbacks when not in WW form.
PvE it's used to cheese infinite sustain in solo content or as a healer that wants to do damage so slots Blood for Blood to not run into magicka issues.
In Trials it's a quick ticket to getting kicked out and/or lying face first in the dirt dead. Even if you do everything perfectly vampire is melee, and ZOS doesn't build these Trials for melee fighters.
In Dungeons you'll find yourself with the same issue as Trials unless you build super niche into high self healing. You'll probably still get kicked since you'll lose out on the healer buffs and be worse off for it.
PvP It's used for Undeath, Swarming Scion, and Elusive Mist. Sometimes for magDK's looking to cheese the infinite sustain system with Blood for Blood, but you'll quickly deny them that if you put them on the defensive. (Is one of those magDKs))
I was never motivated enough by vampires so I never tried it up to now, but I'm interested by the results of this poll. The statistic combined with answers of players could maybe give me a better picture of it.

Before Greymoor they used to be a decent choice for basically every build but now it has too many drawbacks to be enjoyable and it's more of a 'dedicate your whole character to vampirism' instead of a being a cool skill-line that can be mixed with others.
I have a necrovamp for RP reasons, but I'm not sure how to play her. It seems devs wanted to do something cool, but they needed to keep vampires non OP and non must-have and something went wrong then. I mean, I can't see any reasons to be a vampire. WW may transform and play in the final form, but vampires are just too weakened.
I'm not up do date on the pts so I may be out of date here.
In pvp it's still used by a lot of Nightblades for the faster speed in stealth. People also use Mist Form to get out of trouble.
Beyond that I don't know that it's really useful for anything other then the stealth speed on a sneak thief/ assasin stuff in pve and you can you can get that bonus easily with sets instead.
It has some uses in both sections especially the skill that gives you massive Spell and Weapon Damage while draining your health with ever increasing cost.
