I've been getting this error constantly for about 45 minutes it is:

Try deleting the local save data which may help with this UI error.- From the PlayStation Dynamic Menu, navigate to Settings.
- Go to Application Saved Data.
- In Application Saved Data, select The Elder Scrolls Online box
- Press the [Options] button of the controller on the ESO Save Data.
- Select Delete.
