You would first make a character(race & physical appearance only), spend up to for example lvl 20 classless, then you get introduced to the various classes and depending upon which storyline you finish, you enrol into that class.
Such storylines would also help to fill in certain lore voids that are prevalent in the game.

Sounds like a great idea but I doubt they will make it happen.

Now with the Armory system coming making it less necessary to create multiple characters for the same class to do different builds - yeah I don't see an issue with class specific quests.
Adds more flavor to each character and makes each character more of a unique playthrough - which ESO desperately needs more of.
