✭✭✭✭✭Counterpoint: Crushing shock is good for PVP.
It supplies 3 sources of damage. Which is great for anything that has a percent chance to proc, like poisons and enchantments.
It interrupts and stuns casting targets. Which is great to shut down people doing skills with cast times rather than using a bash. And it sets people off balance.

✭✭✭Crushing Shock is the best spammable for Magsorc when line of sight is an issue. The ability fires instantly as soon as enemy players are in sight. The interrupt happens rarely but when it does it's useful. The status effect is an added bonus.
Crystal Fragments has a cast time and frequently players pop in/out line of sight and the spell never finishes casting.
Elemental Weapon has a slight delay which causes frequent misses due to line of sight and lots of wasted magicka.
Crystal Frags has the highest damage and Crushing Shock / Elemental Weapon have similar dps within 1-2%.
You can verify this on a dummy.
