I was just wondering, this is the third time this happened to me. I'm randomly traveling through an already completed Zone, well according to the new in-game Zone Guide , and I just happen to cross paths with an NPC with quest icon over their heads. I don't think the end-of-questline celebration for the base-game zones is until you complete the fifth zone's questline?

I think I must have missed a few side quests in Blackwood, because when I attended the end-of-questline celebration there were a few NPCs at the party who were identified as some generic term, rather than by their names, and I wasn't able to talk with them at the party.

Rivenspire gets one for sure, and I think some people showed up at the end of Alik'r too. There are usually some generic NPCs scattered around along with the named folks, even if all of the sidequests are done. So you're probably good.
