Idea for implementing begging mechanics into the game

When I saw beggars in Rimmen, I was thinking if that could be reworked into player experience and here is my idea:
It would be an alternative outcast skill in ranking up - you would be given a tool which upon using would attempt to play a begging animation, but only in appropriate places. It could be used in cities only and it would have 2 outcomes - inside buildings it would give you higher crit chance for better drop, but if a guard would see you, he would treat you the same way like if you would steal something. Outside would be fine, but you would usually get a few coins. It would have similar limits per day as stealing and it would rank your outcast for each successful begged item.
The items would range from 1 gold to a begger themed house furniture piece like old socks, broken dishes, broken bed and other furnitures.
I think ESO would benefit from such small interactions with NPCs like that and I would even pay crowns for features like that.

    I would like to know - do you agree, would that work? RP beggar is my dream, but I don't know what other roleplayers would think about it.
