✭✭✭✭✭the devs gave us what we asked for and its working good. that set is exactly what we have been asking for, for Years. the set is designed to break up Large groups and zergs and it is working finaly. spread out away from Large groups and zergs and the set wont kill your character.

I think that is their main issue. But let's not forget they nerfed the proc scaling too and crits are now capped and there is a cooldown for burst procs so you can only hit by a burst proc once every 4 seconds even if there are two proc sets that could proc.
It'll probably be alright. But I doubt proc sets will actually be viable in PvE. ZOS has missed the mark every single time so far, I doubt that will change now.This Bosmer was tortured to death. There is nothing left to be done.0
