It's hard to imagine a more useless waste of your own efforts, old sets correspond only to one parameter, to be garbage and that's all they are capable of.
the only thing you can do with them is to disassemble or sell for a penny.
They have revisited old sets in the past, but not everything has been an improvement. For instance, Queen's Elegance set from Auridon used to increase your light/heavy attack damage by 20% (I think - i could be wrong on that percentage) without any proc conditions. Then they made it so that when you used a light attack, it reduced the cost of your next direct attack ability, and if you heavy attacked, it increased the damage of your next direct attack ability - hardly an "upgrade" IMO.
Other sets have been changed too. Essence Thief used to just be a sustain set, but now they added in an increase of damage by 10% when you catch the essence pool that gives you the additional sustain. It's actually a really good set, but it takes a lot of skill to play and maximize, because the essence pool spawns in random locations.
I think Gryphon's ferocity has also been upgraded, although I don't recall what it was before. I think the extra damage was just to bow abilities before, and now it grants a 10% crit damage bonus.
Either way, they have been "changing" old sets here and there, but its been a mixed bag of whether they're actually upgrades or not, and nothing has been upgraded to the point that it has been elevated to Meta status, except maybe Medusa set from Arx and Noble Duelist from Blessed Crucible (Meta for Heavy Attack builds anyways).
There are plenty of old sets that are decent to must have for certain builds all depending on how the individual player plays and depending on how a person plays is what, in my opinion, determines a players meta. What is good for the goose may not be good for the gander.
Even new sets such as Scorion and Thunder Caller are below par when compared to some older sets such as Noble Duelist and even Undaunted Unweaver which was a huge shock. Even though I may not find Scorion and Thunder to be good enough to replace anything I currently use does not mean others don't find them useful it just means I don't.
While I would like to see some old favorites improved and perhaps find some new old favorites brought to life I would also like to see the new sets that come into the game at least be on par with the existing sets I use in my builds in order to have more variety instead of being trash from the first day they come into the game.
as others wrote before, it depends on the content you play, and your playstyle.
I DO have Medusa. Yes, lightning and flame staves, so invested many runs to complete the set.
But I don't use it, as I have better results with non-meta sets, some older than Medusa.
Some examples:
Mothers Sorrow - base set for sorcerers for crit
Crafty Alfiq - adds tons of magica, good results on magplar
War Maiden - combined with NMA or crafty for magplars, spamming puncturing strikes
Torugs Pact - my favourite second set for sorcerers, combined with mothers sorrow I 1 shot the enemies in my daily delve runs with heavy staff attacks
Dreugh King Slayer - 100% uptime of major brutality, love it on stamplars and some other stam based classes. No more fiddling with spells that last just some seconds, or potions you must remind to use when it gets hefty.
Rattlecage - lately my favourite for magplars, 100% uptime of major sorcery, the mag equivalent to dreugh king slayer.
The sets above and others give me pretty good results and allow me a "lazy" gameplay in contrast to the "meta" (Medusa), that just gives you advantage if you have a perfectly timed rotation on a target that is taunted by a tank, and a group that adds the buffs you usually get from the other sets in solo play.
TLDR:
I think you do not realize the value such sets still have, as you might have a different focus or playstyle. For many players, they are pretty decent.
