Minor Heroism Potions Not Working

Minor Heroism potions are not working on Xbox-EU, I have tried for the past month and they are not giving any extra ultimate, I have tried in Cyrodiil/IC/Open World/Dungeon/In my Primary residence, being in combat & out of combat.

Platform Xbox series X, EU server.

    They require you to be in combat to work but do not say it in the tooltip.

    Then the tooltip needs to be corrected. I have wasted valuable resources crafting these and thought they were broken as well so I stopped using them.

    Even in combat they are not working, I've tested it in IC by killing a group of 3 mobs with no pot, waiting for respawn, taking pot killing all 3, waiting again killing 1x taking pot, then killing the other two and i get the same ult back each time
