I'm pretty sure that's a '108' half-obscured by the left hand digit six lines down. I may be mistaken but I think I can also make out "...crown store..." and possibly "we're killing it" towards the end.
There was probably a lot of skooma-smoke in the air when it was drafted, judging by the brown colour of the parchment.
