Problem with connection and ISP

Good day
The game has been working fine last year with a good ping, after a year I tried to log back in but I couldn't do that and I get a connection error. I have tried a vpn and it worked fine and I have been able to log in and update the game files and everything but the only issue is since I'm using a vpn the ping is quite high.
so my question is why can't I log in using my own connection, is my country blocked by Bethesda or did my ISP blocked eso servers?
Note: I'm living in Sudan.

Error 210 "PatchManifestError_DownloadFail"

But If I use a VPN the games lunches normally.

The Patch Manifest Error is something you can ignore. Just reload the Launcher.

Note, there is no patch today.

Try using a shortcut to the ESO64.exe to launch the game.

I reloded the Luncher many times still no luck, but if I use a vpn the game lunches without any errors.
I tried this PATHPING AND TRACERT on the EU server where I have my Char https://help.elderscrollsonline.com/app/answers/detail/a_id/30903

This does not look like ESO blocking this traffic in your case. Duetsch Telecom is where your tracert is dying, not the last hop

Since the issue seems like your connection getting block on route to our servers, you should try contacting your ISP to see if they have any ongoing issues.
