Hullo!
Are Ultimates like Dawnbreaker and Empower Sweep affected by resistances? ie. they need pen to be effective?
It does say 'physical damage' so I think yes....but just checking with the smart people.

Icy_Nelyan✭✭✭Yes, everything that deals damage Is affected by resistence with the only exception of Oblivion damage which bypass resostences.
So to empower dawnbreaker or empowering sweep You want to build physical penetration since they deals physical damage.
Obviously with magicka based damage (magic, Fire, frost, shock) You have to build Spell penetration since Spell resist Will reduce their damage.2 -
