What's with this attitude of "not my responsibility"? That's just immature, and it makes it clear you don't understand how actual feedback works. You can't expect to complain about something not working and then turn around and go "it's not my job to provide details". It's like complaining about anything else in your life not working but then refusing to provide any sort of information. Literally character based, a differernt charater would get a different set of passives not working. Some heavy hitting areas are class ones, armor ones and undaunted.

Have you tried turning your computer off and on?
I don't know if this is part of the passives not working problem, but I'm leveling antiquarian, and put points into level 5 scrying passive but the purple lead never drops after completing the green and blue leads. I know on other characters, as soon as I got to level 5 I would receive the purple lead... on this new character the purple lead is not appearing.

This quite unfortunately is a feature and not a bug.
You only get the purples once per account per zone.

WHAT? Really?? That's stupid. None of the guides I've read state this.
UPDATE: Ok, just read this in another forum post, but apparently leads are account wide? Does this mean that the first piece of the Pale Order ring I excavated on another character is available on my current character? So if I collect the remaining four pieces with this character, I can still assemble the ring without having to reacquire the one I completed on the alt character?

My understanding is that you can "assemble" it at a Transmute station the way you can any set gear you've collected, but if you don't want to do it that way then you'll need to reacquire the individual leads to all the fragments and excavate them. I've yet to complete any of the antiquities which are assembled from fragments, so I don't know if I've described that correctly.
