Ice Staff & 1Hand + Shield and other changes

I think the Ice Staff and Tanking with it needs to be looked at and I have a few ideas.

Rework Ancient Knowledge - Why? Ice Staff is so far behind in damage, its a joke. Especially since the Fire and Lightning Staff got buff in the first week of PTS (If goes live) It would be nice to see something other than the Fire Staff Meta.

Fire Staff - Increase damage by X% (Maybe 6-8%)
Lightning - Increase Critical Damage by X% (Maybe 10-12%)
Ice Staff - Increase Critical Chance by X% (Maybe 4-5%)
The idea would be to balance out the numbers, so one isn't more optimal then any other and you would pick it depending on what class and build you are going for, also to make Ice and Lightning Staff more valuable and increase build diversity.
All classes would have a better chance to use Elemental Catalyst and not just suited for Necros or worn by a Tank. Example - A Nightblade could use a Back Bar Fire Staff, Front Bar Lightning Staff and an Ice Enchant to proc all 3 elements.

Bring back "exploiter" as a passive - Increase your damage against Off Balance Enemies by 5% (Yes not as strong as strong as previous) Why bring it back - At the moment the Lightning Staff is pretty much redundant and it needs a function to make it a must have to a group.

The Ice Staff passive for Ancient Knowledge will be moved too CP Tree Warfare under BULKWARK, it would be reworked too - While you have a Shield equipped your Spell and Physical resistance in increased by 1900. While you have a Staff equipped the cost of Block is reduced by 36%, Increase the amount of damage you block by 20% and blocking with a staff now cost Magicka.
Why the change? - The idea would be to increase the versatility of what you could use as a Tank. Recently I have been farming for Tank Sets and found it frustrating, that I couldn't use a set I wanted because I had all the pieces, bar the Ice Staff, there are also other bonus to this - Tank's could use the Lighting staff to bring Off Balance and not need to worry about being on the right bar to block. Tanks could use the Fire Staff to proc Encrat's. Double Bar Staff Tank will have more versatility. All this without affecting DPS users, who want to play with the element they like.

The Brittle Proc from the Ice Staff will be moved to the Warden's Winter's Embrace passive - Glacial Presence. The current 10% Critical Damage from Chilled will be removed and replaced with - Applying the Chill Status effect to an enemy applies Minor Brittle to them, increasing the targets critical damage taken by 10%.

Obviously there are a lot of skills that need a new function, if the Ice Staff is changed - WoE, Clench & Impulse and well as the Tri-focus passive.

    i think in the case that the ice staff actually provided flat damage bonuses(which i still want btw), i think minor brittle should be moved to another unique CP based on applying straight up status effects, this would be another group based cp that the supports could coordinate with using, or it could just be moved to another destro staff skill, and just untie it from frost dps entirely since currently frost dps have their job easily stolen by support, however, they could retain a role in being naturally good at AOE brittle which would warrant using frost warden over just some random support with 2 frost staves. guaranteed brittle is a bit of a problem since currently, while frost reach is great for frost dps, it also means that supports can always get a brittle proc as well, but it's much less of a problem in single target, so it's probably fine, there just needs to be good enough uptime in aoe that only really frost dps warden can achieve, the frost shalks suggestion definitely helps there, is relatively easy to do compared to other things ZOS has reworked/changed, and AB4.0 is another piece to that puzzle that would fit very well, but it's definitely a lot more work.

    however there has to be an honorable mention to the fact that they're also made kinda redundant at the moment since they'll always deal less dps than more traditional magicka dps specs due to their lack of support from engulfing flames and encratis since there's no group buff for frost and shock. there's also flame wall being better than both frost and shock walls since there's always been poor balance between the 3 elemental staves, then they gave the only destro staff hard cc and execute to flame as well which is just silly. i wonder if zos will actually go in and make unstable wall of frost an actual dps morph and i wonder if they'll do anything to make shock staves a little less of a joke. they need to balance the lines. not just continue to pander to fire staves.

    Would be great, if elemental status effects also could be PvP specifed as well.
    Chilled - immobilize enemies.
    Concussion - off balance enemies (without wall of elements).
    Burning - instills fear in enemies.

    I think it was terrible concept. It made this type of staves specified for healers mostly, rarely for tanks in 3dd runs. Not for dds. I dont wanna see that again.

    Current lightining stave's state is not much better - what could be more unnatural, then that?
    Lightining strikes one target, class with linginings also single-target specifed, but for some reason storm staff increases AoE damage...

    I would happy to see electromancers in the similar state that ice mages will in the next patch (Master staff & Clench & Brittle & Frostbite & Bahsei).
    With its own niche and competitive damage.

    They just need to drop this ice staff for tanking idea and add a new weapon skill line for support. Something like alteration or illusion that's for tanking and buffing.

    if a new dps weapon was added that was BiS i wouldn't mind refarming it. it really depends on the kind of player i suppose.

    With the introduction of the stickerbook this is hardly an issue, and most tanks rely on the sword and shield anyways with ice staff as a backup. I for one wouldn't mind grinding out or crafting a few alteration staves if they were added.

    If it meant they finally added a support weapon for tanks, yes I'd gladly refarm all my frost staves into alteration.

    Most tanks use both sides. It is definitely not true that it is enough to farm only a sword and a shield. Having the right ice staff for the trial is essential. Especially if you carry a puncture remedy on bar. You need the right staff to activate the set on the back bar.

    PS I still don't have an ice staff of The Worm's Raiment for example.
