Empowering Chains still doesn't work on battlegrounds

I discovered the problem of non-working skill a few weeks (maybe even months) ago and after that I stopped playing. I returned to check what had changed and in the first bg, when using Empowering Chains, I got a notification in the upper right corner about the impossibility of using the skill. Has anyone encountered this problem? Any information when it will be fixed?

✭I tried them just today. They worked but they have such a slow animation, and it breaks if enemy LOS or outrange you during animation. Absolutely unreliable. They should at least guarantee the hit with such a slow animation.0 -

I tried clicking ability on the melee range and got something like "target out of range". The same problem sometimes occurred in the imperial city, sometimes not. But yesterday I was so disappointed after the fight and didn't check.
I think that the animation of chains is one of the best ability animation in ESO, at least from the point of view of the visual part

Was I the only one got ever pulled by the chain? Several times in a day.
It doesn't seem to help the pullers though. A range class pulling himself to a melee guy for instant hit was really funny...0 -

Emp chains doesn't pull enemy, it is charge.. that is insanely slow .-.0
