This is still a problem for me after 2 years. I didn't think it was the token at first, but after doing this on another character and having the same things happen - i believe that using the Alliance Change Token is the root cause.

On both characters when I used the Alliance Change Token - I had already finished the Imperial city quest line, but the first quest "City on the Brink" is showing as not completed but the rest of them are done. In the Zone Guide under Imperial City it lists 7/8 complete in the quest line (just not that first one "City on the Brink"). There is no way to re-do it or make it re-appear.

I have crawled all over the Imperial City looking for a way to complete this quest line or re-start it with no luck. I have also looked all over my Cyrodiil bases for a way there - also with no luck. Under Collections - Stories - Zone DLC it says I have collected it already and can't take it again.

The other issue is the Imperial City Prison Dungeon shows on the map as not complete (even though it was filled in before and I have done it on normal and vet a number of times since then) but in the journal-achievements section it shows all my progress there.

I kept thinking every patch this might get fixed - but I just hasn't. So maybe it is only happening to a few of us. I would gladly change back to my original alliance if I thought this this would fix the issue, but I don't want to do that if it won't fix anything.

ZOS any help or information on this would be much appreciated. I did submit a bug report 2 years ago. Do I need to try and submit a ticket at this point or is there nothing I can do? I am on Xbox one (NA).
