Does the CP 2.0 Craft > Steed's Blessing star increase mounted speed?

There are two stars in the Craft constellation that increase movement speed:
  • The Gifted Rider star (near the top, on the left) explicitly states, "Increase your Mount Speed by 2% per stage." (100 CP increases it by 10%)
  • The Steed's Blessing star (to the right of the main network) states, "Increases your out of combat Movement Speed by 0.4% per stage." (50 CP increases it 20%)
It is not clear to me whether the increase in "Movement Speed" (from Steed's Blessing) is applied both 1: to a character while moving on foot, and 2: to a character while riding a mount.

One of my characters has both an Alliance War > Assault: active Rapid Maneuver morph, and the passive Continuous Attack with 1 Skill Point of 2. Apparently, his Mount Speed is buffed 30% by Major Gallop "at all times". Of course, the character also has a permanent Mount Speed buff of 60% provided by Riding Lessons. (Without any Riding Lesson that increases the speed, a mount moves at the same pace as a character walks, runs, or sprints without any buff that affects the character moving on foot.)

According to its tooltip, using Rapid Maneuver grants Major Expedition which buffs the Movement Speed of "you and your group" by 30%. In my prior experience, Rapid Maneuver originally increased all Movement Speed by 30%. However, eventually the developers changed its effects when a character used Rapid Maneuver while walking, running, or sprinting on foot (as discussed below).

If memory serves, the Rapid Maneuver tooltip remains the same as it was before Update 29 -- except now with a much shorter duration of 8 seconds. According to the Patch Notes:
Assault
  • Continuous Attacks*: This passive now always grants Major Gallop when purchased at rank 1 or 2. Note that you do not need to be in Cyrodiil to gain this effect! This means once you purchase the passive at any rank, you will always have Major Gallop active on you regardless of where you are.
  • Rapid Maneuvers:
    This ability and its morphs no longer grant Major Gallop on cast since it is no longer necessary.
    Reduced the cost of this ability to 6426, down from 6885.
    Fixed an issue where casting this ability's morphs would fail on nearby innocents if the setting "Prevent Attacking Innocents" was turned on.
The Continuous Attack comments neglect to mention that the tooltip states: "Gain Major Gallop at all times, increasing your Mount Speed by 30%." The Rapid Maneuver comments neglect to mention that its duration has been shortened to 8 seconds.

The Rapid Maneuver tooltip still states that the ability grants Major Expedition. Perhaps it was changed to Major Gallop for mounted movement when the developers changed Rapid Maneuver as I noted above, and now Major Gallop has been transferred to Continuous Attack. In my observation, using Rapid Maneuver now apparently has no effect while my character rides a mount. Nonetheless, Stamina is expended and an 8-second buff is displayed on the HUD. The apparent rationale is that the Rapid Maneuver buff for movement on foot will be applied perchance a mounted character who has used it dismounts (or is dismounted by enemies) before it expires.

That said: what effect does Rapid Maneuver now have while a character moves on foot?

Previously, the effects of Rapid Maneuver were shown on the HUD by two icons while a character was not mounted. Apparently, movement afoot was buffed by Major Expedition (30%) for about 3 - 5 seconds, as shown by one icon. The remnant buff (about 5% -?-) shown by the other icon expired after another 6 - 10 seconds. (Perhaps the Patch Notes for the update in which Rapid Maneuver on foot was reduced disclose the amount and duration, respectively, for each of the two buffs.)

Currently, my character still moves faster on foot after casting Rapid Maneuver. Stamina is expended, and the buff is displayed as a single icon that expires after 8 seconds. However, the amount of increase is much less than Major Expedition (30%) and a "trotting" animation is shown for the character until the buff expires.

Note that all of my character's movement on foot is already continuously buffed 20% by the Steed's Blessing star, before the character uses Rapid Maneuver. Regardless, the current cost to use Rapid Maneuver is shown on its tooltip for the character in question as 5205 Stamina (not 6426). Apparently, the actual cost is currently reduced by other buffs which are affecting the character's movement speed.

The Patch Notes -- and, probably, the developers -- overlook that, at least previously, Rapid Maneuver granted Major Expedition to all members of a group when any member used it. Insofar as Rapid Maneuver has no apparent effect upon my character's speed while riding a mount, the effect upon other members who are mounted when my character uses it in a group has probably been deprecated, too.

However, when one or more group members are moving on foot, will Rapid Maneuver affect all of those on foot, as I have described above??

    Major Expedition affects your on-foot speed, not mount speed. Mount Speed, as far as I can tell, doesn't benefit from any movement speed bonuses that don't specify they're for mounted speed. I assume Steed's Blessing is only for non-mounted speed? But I haven't, like, tested it

    Rapid Maneuver will increase your allies' on-foot speed. I don't think the patch notes "overlooked" this—it did this before the patch, as well. The cost decrease is for the loss of Major Gallop.

    Rapid Maneuver's cost will be reduced by Medium Armor passives and certain class and race passives.

    Why on earth would a buff called "Steed's Blessing" not apply to steeds, and only to human feet? Is the idea that "Steeds" have blessed us with their speed, and not our mounts?

    Your mount will hardly be faster, because you are blessed with speed. “Steed's Blessing” is on rider, not on mount.
    If you want to ride faster, you need to be “Gifted Rider”.
