Do all skills morph at level 4, regardless of the player's level?

My Daedric Mines skill just reached level 4, but no morph option was provided to me. I understood from this forum and other sites that morph is available for a skill when that skill reaches level 4. Is it because my player's at level 50?

I only just reached rank 4 for that skill, so I guess I have to use it a bit more. As for skill points, I have plenty. PC(Steam) / EU / play from Melbourne, Australia / avg ping 3900
