Yes indeed - the rarity of the two war torte recipe books (for tier 1 and tier 3 tortes), and the Tel Var cost of the middle book (for tier 2 tortes) - plus the equally absurd cost of the ingredients for the tier 2 and tier 3 tortes - makes them pretty much useless.
Worse still, you need THREE of the tier-1 recipe books, and TWO of the tier-2 ones (thus costing a full million in Tel Var), because you need a tier-1 book to make a tier-2, and you need a tier-2 book to make a tier-3 book.
Honestly, the tier 1 book really ought to be reasonably common - as in Psijic Ambrosia Recipe levels of common (i.e. common enough to cost a few thousand in the mall, not a few million). The tier 2 book AND the ingredient (Rubyblossom Extract) could productively have a zero knocked off their Tel Var price and would still be absurdly expensive. And the tier 3 book needs to, well, exist at all.
