It's been a year since this was first reported by a fellow stam sorc who tries to build into stam sorc's strength.

I've tested this myself and reported it in game soon after. When they changed the aim checks for the dizzy swing morph for some reason they forgot to change this on the wrecking blow morph. This makes it so that dizzy swing is the mandatory morph in pvp because it is so much easier to land. So even when people want to build into light attack damage, they choose dizzying swing for pvp.
