Bank Problem in Khenarthi's Roost

My alts in Aldmeri all have the same glitch ... when they click on the banker, they are granted access to the Bank and the Guild 1 Bank. That's it. The Stores for my 5 guilds do not show up.
Needless to say, this makes these alts not worth playing, therefore I am denied playing a full third of the game.
I have tried different races, Imperial and Dark Elf, but the same thing happens ...
This glitch only occurs in this place ... but i have 3 useless characters now, and a lot of time wasted ...
How can this be, and how can I get it fixed?

Any assistance gratefully received, as I like the Dominion a lot and it grieves me to be unable to play this alliance (besides having paid for the Imperial Edition)
