Quest appears to be bugged as only able to collect two rice portions. Seems like a programming error

It's one of the two daily quests from Senchal.
The quest is currently bugged - the rice sacks that must be collected are NOT instanced for the player and they are on extremely long respawn timers, among other problems.1 -

Oh. I haven't been picking up the Senchal dailies, just the Rimmen and Dragonhold ones. Oops.

In short - kill a world boss and collect 3 items (Rice Sacks). But the problem is that those items are not instanced to you, meaning that every player who has this quest active can "steal" Rice Stacks from under your nose if they click faster than you, so players have to wait till it respawns. Best way it to camp spots when those items appears and spam "E"
Just very bad game design. I still dont get why some daily quest in ESO don't have something like that (instanced quest items) but other daily quests do have. A bit of consistency and standardization would be very welcome change imho.
