I believe there is no need for a separation. If you want to explore Cyrodiil in peace, you can simply go in campaign "no CP" or "below 50". Most of the time, it's empty.
Beside, even if you meet an enemy, you have two solutions: you can wave at him or you remain immobile (not fighting back). In both cases, usually, the other understand you're PvE and let you go.
Now of course, once in a while, you can meet a troll who has nothing better to do than bothering someone else. It's very rare. As a matter of fact, I never had that case although I regularly explore Cyrodiil.

From all those posts you made it doesnt seem like you want to make a game that makes everyone happy, but want the game to change so that YOU like it.
Other players are already enjoying the game the way it is, stop trying to make the game worse for everyone else, just to make it better for you.

90% of the people that voted disagree with his ideas and he still claims it's to make the game better for everyone.
ESO is a game based on selling us new content. PvP (especially cyrodil) is not built as a PvE zone. It is empty and boring. Transforming it to a proper PvE zone will take a lot of man power. Most of all, unlike creating a new zone, with new rewards, it means people that do both PvE and pvp, and already completed part of PvP activities, will go through a payed update, in which there will be no (or less) new rewards for PvP players. So they will be less likely to buy the new content (which means less money) and will go through an update that offers them less rewards in case they bought it (I am sure it will make them very happy).GodKingScormxon wrote: »they will make everyone happy and more money with them.

I don't think you can... I tried entering Below 50 for just that reason, but couldn't. Makes sense, as some would abuse the heck out of it, slaughtering poor new players/characters.

There's the issue, you can't make "everyone" happy.

Everyone should be able to achieve everything in an MMORPG not just people who play pvp.

Noooo, it hasn't.
That has never happened to you. Players do not drop loot of any kind upon death in Cyrodiil. The only resource that can be lost through death is Tel Var, that's only in the Imperial City, and you didn't lose Tel Var in Cyrodiil.
So, this certainly does not happen to you, "every time [you] go to cyridill(sic)..."

The only thing I've ever lost in Cyrodiil was my mind when I can't open a door due to lag. It feels like I'm in a slasher film sometimes.
