If you are using a golden enchantment on a purple gear. Will you then have the golden enchantment values for your purple gear? Or will it be downgraded to purple quality?

The enchanted value will be of gold valve, regardless if the gear is purple

kutas are pretty cheap, a lot cheaper than golding out your weapons/armor/jewelry...not a huge boost, but, can be helpful...

    So, two situations.

If you make the enchantment yourself, the enchantment will be the quality that you slotted. So, if you stick a gold enchant on a purple item, then you'll have a gold quality enchant.

When an item drops with an enchantment, the enchantment itself has no quality. So, if a blue item drops with an enchant, that enchant will scale to blue. Except: If you upgrade that item to purple, its enchant will then scale up to purple, and to gold if you increase the item to gold.

This is because the enchantments on dropped gear works a little differently from crafted glyphs. If you're crafting items, they won't have an innate enchantment (obviously), but for drop gear, the starting enchant will scale with the item. (Technically, an item's innate enchant also doesn't have a potency either, that scales as well, but there's no way to really capitalize on that.)

The effects of the enchantments always go up once I gold out the purple items I used gold enchantments on.

This is only possible if you’re running the infused trait on those pieces. In that case, the infused trait becomes more powerful going from purple to gold, and the enchantment value is raised as a result of the nature of the infused trait.

If you are not running infused, then a gold enchantment placed on a purple piece of gear will have the same value when the purple piece is upgraded to gold.
