I picked Bosmer because it has mitigation, damage, and recovery all built into one little package.
Mitigation through speed boost, small by itself but stack with other sources and become one with the wind. Or wall. Or tree. Whatever LOS you can kite people around.
Damage through penetration. While not technically damage, it allows your damage to shine through beefier targets. Max stamina gives you extra casts and a bit more damage.
Sustain through Y'frre's Endurance. The 258 stamina recovery is really nice when buffed by medium armor and the Major Endurance buff.
What the Bosmer lack however is weapon damage, therefore healing might be a little light compared to Orc or Dumner.
I think Bosmer are probably best for Hit&Run playstyle, but not as good for brawling.
Honestly any work, but I prefer Dunmer these days. The extra magicka helps because stam builds still use a lot of magicka abilities. The spell damage helps for said magicka abilities. If you're a vampire the flame resistance is useful, and the most common staff used is fire. Then obviously the weapon damage is nice.
On top of that, if you ever feel like switching between magicka and stamina builds, you won't lose anything.
