Zenimax's official response is "Our Customer Support team investigates every issue reported and takes appropriate action whenever necessary. To protect individual privacy, we do not disclose the outcome of our investigations. "

Anyway, i normaly respond with i love you to. But sometimes, they go to far and i report them. But that makes me wonder, what happens then? You never get an reply back from Zos on what action they took. Do they always social ban when you report someone, or do they investigate and react based on that ?
So you did not farm your leads in normal, you did not do your daylies when you were lower cp ? People are in different parts of their progression. Besides if you do slow down if asked, my comment does not apply to you obviously.
