    This is not Red Dead Redemption 2 where we can easily see if a horse is female or male.

    I actually like that ram. It got some unique horns. We also need more nix-oxes that looks more normal, so I like these.


    Although, iirc, some of the mounts on this list have been released. Like the Riften ram, and the Whiterun Horse was a reward for some content. Others has also been recently datamined so it's not odd we haven't seen them yet.

    Considering the majority are variations on existing mounts I suspect a lot of it is because artists will design a set of mounts that are all variations on a theme - like seche-raht with different fur patterns or different types of mounts with the same colour scheme. Then an art director decides which ones get made in the game and various other people (like the marketing team) decide which of those get released, when and by what method.

    If you've ever looked through an artbook for a game (or a film for that matter) you'll likely see lots of pages where an artist designed multiple versions of something and only 1 actually made it into the game (and even then it might be quite different). It's a normal part of any creative process.

    (It doesn't even have to be art, one of the projects I've been doing at work today is designing 4 different online shops, knowing only 1 will ever get used. I can't just design that one because until I've done the work and passed it on to the rest of the team to feed back on I don't know which of the 4 that will be.)
