I came across this video where we see 2 players with skeleton skins. I looked in the databases, but I found nothing on how they could get this? So I am addressing you and your infinite knowledge for obtain an answer.

✭✭The one in the video is from the witches festival transformation but the Cadaverous Assassin is somewhat close too...Unlocked by completing the Litany of Blood achievement.
Or...the skeletal poly (much faster to obtain) reward for completing The Bargain's End in Shadowfen.

It's limited during the festival. I wish it was forever and usable outside of the event because I love the robed skeleton look.

It would be nice if ZOS would grant us the witches festival transformation poly for completing all the quests related to the event...the WF skely is pretty cool!1 -
