Ultimates scaling with highest penetration?

Hey everyone,
I read somewhere here that the ultimates scale based on your highest physical or spell pen.
Now i know that they scale with your highest weapon/spell dmg and max stam/mag, but i think that the penetration is based on what type of damage the ultimate does shock,fire,= spell pen, physical,poison= physical pen.
So anyone knows what's the right way it is calculated?

✭✭Hey, I think the comment you read was mine and it was wrong how I wrote it.
What I should have written is:
Penetration buffs and resistance debuffs have been changed to provide both Physical and Spell resistance, mainly major/minor breach and some sets.
Ultimates scaling with your highest penetration is wrong.0
