I got this message while trying to change her appearance (outfit). The rest of the options seem to work, although I haven't tried to change anything else yet.
Please let us know if re-installing ESO helps resolve the UI errors you are receiving. If they don't, the next thing you can do is contact customer support so they can look into this issue.
Sorry, since it said in the email response that I wouldn't receive more communication about it, I didn't keep it. So, I have not idea what the ticket number was.
