I thought I was doing the quest for "A Bridge Between Kingdoms" But after I got done, No that wasn't it. Can some please telling where I find the start to this? Thank you!

yes, the final quest in Markarth requires that you finished the mainquest in western skyrim, too.
Reward is a very shiny, metallic green, the reason why I finished everything. Looks great on dresses.
