It fixed.. When I got 15, and I was in the skill tab, I clicked the rotation button, to switch in bar 2, so I can place my new skills and weapon. but it didnt... I also pressed ` button and it didnt showed up.

Now from my character/bag tab window, when I picked a sword from my bag, it activated. to place it on the second bar... so it was not a bug.. sorry.
