Bought The Elder Scrolls Online Collection: Blackwood/ CANNOT INSTALL ON PS5

Title says it all.

Bought the whole collection for PS4/PS5 on 4/29/2021, transaction ID 262495738097.

When I go to install, it prompts me to buy it again. When I attempt to restore licenses, I get error code NP-104291-7 (An error occurred because the licence information of the content cannot be confirmed.)

    Spent an hour on chat with Playstation Support (who was not helpful).

    Got this semi-resolved (maybe? hopefully?) with phone support (they refunded it, I'll try re-purchasing and see if the issue is resolved later).

    Phone support seems to be the way to go with Playstation, their chat support is utter trash.
