As far as I know, they can drop EVERYWHERE on the map, as long you are looting urns, wardrobes, backpacks ecc... Owned items that show up in red count as stealing, and there you have a lower chance of getting rarer items.
Do the main quest till you gain access to the Councilor Jirich's Manor, everything inside will count as unowned and have an higher chance, so you do not have to steal.
If after you opened everything you did not drop one, tp to someone in Blackwood and go in again.

I've been farming Jirich's manor since two days after the release of the chapter, and I've found plenty of the same 5 green recipes over and over, no blues and no purples. Seriously it is ALWAYS the same five. Vine tomatoes, square table, fancy square table, round table, wide pot. It just baffles me.
They definitely font just drop from stealing all the normal lootable places drop them. I've found & given away hundreds that weren't selling in traders
Obviously not looting enough dressers backpacks containers trunks etc
