why does jagga only raise my health regen by 4?

My health regen is 22. When I take jagga, it's supposed to increase by 7, but it only goes up to 26. Why?

Did the stat for regen turn orange? If so, you are over the soft cap for your level and will not get the full effect.

thanks for replying. yeah, i believe it is orange when I take jagga. I know my armor is always orange because I am all heavy plus I wear a +70 armor ring. This means I'm probably misallocating resources; I didn't know orange meant I had hit a limit. (i wish the little warning text said "you have hit a limit" rather than "it will be difficult to increase this" or whatever it says.) is the cap determined by my character level (22 now) or the way I have allocated points to health/magic/stamina? Because I have heavily allocated points to magic rather than health or stamina, and I notice that my magic regen is allowed to be a lot higher.

Actually it is not a hardfast limit. I'm not a min/maxer, so I cannot state the exact limit. I can give you an example. Lets say for level 22 your cap is 22(not a real cap) so everything that you wear and drink up to 22 will give you the full effect. However, anything that raises it above 22 will give a reduced effect. Maybe only 50% or 75% or even 25%(again, I do not know the exact reduction).

So, although you do not get the full result, using items above the soft cap is not a total waste.

To me, the orange does not mean I need to change something. It means that I simply should not intentionally add to it.
