To be honest I am not sure about this. I have been running Blackreach (Standard) since Midyear Mayhem started. For the last 3 days I have been looking at the "END OF CAMPAIGN TIER" and even though I have been playing for maybe 8 hours a day, it is stuck on 3 with an empty bar next to it. I am currently sitting in 98 with 1,321,248 on the Emperor board. Does the tier go above 3 or is this just one of the many new glitches in the game?

And yes this is my set campaign.
