You need to do them multiple times because each of your CHARACTERS is a different 'person' and therefore your companion needs to be introduced to them individually.
As it is, they give us account bound leveling for the Companions, which is better than most MMOs I've seen that require you to level each Companion separately per character. I could care less about Rapport, the only thing it offers is additional quests from the Companions and some different dialogue. I figure as I play the game, the Rapport will be whatever it will be.

Even so, I think it is rather excessive to do the same long quest for each character that wants to use them. My suggestion to them, via /feedback, was to create an abbreviated intro quest for subsequent characters.
However, I am sure that they have "Companion Unlocks" planned for the Crown Store to cover just this sort of thing.

I fail to see it that way. If it is individual, why do we only have one Mirri setup? That is to say, only one loadout of both appearance and skills/armaments? One of my alts might need her as a healer, another might need her as tank, and a third as a damage dealer.

For something I hoped would make questing on tanks less obnoxious, it is a very obnoxious quest to go through for seemingly no difference in the outcome at the end.

What, you don't enjoy doing the same quests a gazillion times with all your toons?

Well, people love to see things how they want to see them. Mirri and Bastian are ONE person... your characters are all DIFFERENT people. So to every one of them, Mirri and Bastian are... Mirri and Bastian. So yes, they would be the same throughout all your characters. However, to Mirri and Bastian, each character you have are different people... they stay the same, YOUR character changes.
I’d love to see something like this taken further. If our characters were truly integrated into the world (rather than floating on top of it) then it would be brilliant to see the companions react to your position in society (e.g. member of one of the Great Houses, ashlander, etc.) or even to how your different characters are related to each other (e.g. Mirri complaining how much nicer your brother is than you).
Of course that would require ZOS to take a deeper, not broader, approach without monetising it to Oblivion and back… and how many times has that happened recently?
