Considering they were planning console releases, not to mention 2 different PC servers, since before the game launched I don't understand why they didn't consider that players would want to transfer between servers sometimes and ensure it would be possible.
I know they can't do it now because their system only allows them to copy data to an empty database, so they could only offer the one-time transfer to consoles, but that's obviously not the case with all server systems or even all MMOs so it seems to me ZOS could have made it possible the same way other companies have, if they'd considered it early enough.
In some ways the server system for this game often seems fairly 'old fashioned'. I know a lot of the developers had worked on older MMOs and it sometimes seems like they came into ESO thinking they'd just do the same things again, but TES themed, rather than looking at developments in the industry and what players might expect from a modern MMO. (But at least they updated the graphics and UI design after Skyrim was such a hit.)

started on PC during 2017 and from this year i only play at PC,now im at 800+ cp and i never looked back
the difference in gameplay is so huge that i almost forgot the gazzilion of crowns ive spend at ps4
some of the store items had to be re-purchase like banker, merchant my Tel Galen house etc but i dont regret it
cause im playing every day and tbh ESO is my game since 2006 and im still *** love it
I been playing on pc a week now, but I can't say I'm making it my main platform, Once my toon hits cp160, I'll only touch it when xbox servers are down.
I like the community it's very friendly, but my pc stutters, and lags sometimes , and I find myself missing too many things I already have paid for.
