You can kill Precursor training dummy in someone's house for it.

Clockwork City is old DLC at this point, I doubt there are many players who don't have it. Being locked behind old DLC doesnt even matter...use gold to buy crown...use crowns to buy DLC...its within the reach of base game players...all of it but the latest chapter always is, it just takes some moderate effort to make a little gold.
Both Blackreach and Maelstrom are also DLC and therefore paywall areas, just like Clockwork City. So that particular Endeavor is paywalled out for people who don't have access to at least *one* of them, or ESO+ (the latter gives access to all of them).
There are still the other four - although TWO of those today require participation in a PVP area (either Complete a Battleground, or Gain Tel Var Stones.) Technically, the Tel Var Stones one is also reliant on DLC... however the Imperial City DLC has been free for years, and therefore isn't behind a paywall.
Do you have to gain the Tel Vars from actual players, or can you gain them from monsters, to fulfil the stipulation of that Endeavor?
If you have to gain them from actual players, you have to participate in PVP and actually win at it - which is by no means easy. If you want to gain them from monsters, or from event rewards, it may be easier - especially if the game counts all gains even if you subsequently lose them by getting killed. Best of all is if you can gain them from quest rewards - walk around carrying no Tel Vars, do the Imperial City quests even if you get killed a dozen times en route, and for heavens sake DO NOT open any of the rewards until you are safely back in your base, the rewards all contain lots of Tel Var and you can bank them immediately without leaving base.
If you have to kill other players, but aren't good enough to kill anyone... then you will have to enter a Battleground, which you can *complete* without killing another player (you will, in all likelihood, be a mighty drain on your team, and lose the game for them, but you only need to complete, not to win) - in addition to the other two Endeavors today which are both available in vanilla-game PVE areas.

Why is AD a negative?

I'm not sure what is locked behind a DLC, have you tried dwarven ruins or the very first adds in HOF if it is clockworky things (Disclaimer - I haven't logged on yet to see what the endeavors are for today)

I mean, I still don't have it. I have also been a part of this game since the beginning. I choose not to give my slow earned gold to random people for crowns and have to trust them not to just run off with that. I tend to avoid player markets in genetal though, its a low interest of mine. However, I would be grateful if you volunteered to purchase the DLC pack for me as I actually don't have any of those in the current bundle either. I'm probably just the easily ignorable edge case that doesn't matter though so it's fine.
