Question about Mages Guild and Destruction Staff

First question is regarding mages guild, does it only level via Lore books or does having a mage's guild ability in the action bar help it progress as well.

Second is regarding destruction staff, the final passive in the tree called Destruction Expert, does that apply to targets dying under the effect of weakness to elements?

    Lore books for the main skill line, but I believe the skills themselves level through being on the active hotbar.

    I yield the second question to someone who has more experience with destruction staves.

    okay so having mages guild abilities in hot bar does not affect the level of the skill line it self. thanks! :)

    now i await for the destro staff answer..
