I would consider this a bug in light of the patch notes and companion overview page in game:

“Each companion has a unique associated non-combat perk which benefits you while active.
[snip]
By completing meta-achievements associated with each companion, you can unlock a keepsake collectible for each companion which provides the benefits of the non-combat perk even while the companion isn't active.”

The second part makes it clear that “while active” in the first part means “while the companion is active.” There is no prerequisite mentioned for having reached a certain level of rapport or gotten an achievement.

It is also on the companion overview page for me that Mirri grants this extra chance at loot even though I haven’t gotten above Cordial yet, much less done her quests.

Either the overview and patch notes are wrong, or it hasn’t been implemented correctly.

I spent about an hour knocking out some of my treasure maps after the update today, and I didn't get anything extra with her out. I randomly looted an overland treasure chest and got a small bonus bag of a few sellable treasures. It wasn't anything amazing or set pieces, but it did work.

I'm sure this will be fixed right after the two-person mounts.
