I've felt conflicted about this. On the one hand I feel like crit damage is generally less appreciated than it maybe should be. With mitigation lower and impen nerfed and crit resistance lower overall you can get some lightweight outrageous crits even with minimal investment into crit damage. Like I was regularly popping 20k graverobbers on people with nothing but the 10% crit damage star and nothing else. Those people were (hopefully) just RPing naked or something, but still.
But then you got ZOS's obsession with obliterating sources of crit chance. Right now with major prophecy in 5 light I've got an impressively OP 28.1% crit chance. I tried to build more into crit for a while there, and the commitment it required from me (thief mundus, 5 divines) still only put me at something sad like 37ish% unless I also went out of the way to run a set with a crit% bonus too. So a whole 9-10% more while having to sacrifice a ton of other stuff. I might have been okay with it still, but then zos smashed the death knell passive with the nerf hammer too, and I finally just gave up and built into pen instead. Now I hit noticeably harder 100% of the time, and still get the big nasty thwomps on people at what feels like almost the same frequency anyway.
Still you're probably right though. An opportune crit or two can be the difference between just laying the hurt on someone and straight up putting them in the dirt. Maybe for a brawler running a lot of heavy armor with basically no crit or something?
