I couldn't even ride, kept chopping forward. Nothing went off, utterly unplayable.

I've had the same problem in dungeon and overland boss fights where activating skills stopped responding to key commands.

Proc sets were never the problem, and I'm sure after testing ZOS confirmed this. It's all down to large ball groups fighting in the same spot. I've never encountered a game where I couldn't pvp during the hours of X:XX and X:XX because the game was so unresponsive it wasn't worth it. How they've let it drag on this long is beyond me, but something needs to change.

You sure its not just a case of more people playing again now that proc sets are back rather than the proc sets themselves.
I know more than a few guild mates stopped playing in Cyrodiil while the proc set ban was in place but started playing again once it was lifted.
While I was looking forward to no proc cyro, and did enjoy it for a bit, I'm glad they're back.
I hate free damage and free healing procs. But using conditional sets like night mother's gaze, 7th legion, lich, mythics, monster sets etc is welcome.

ZOS has already said new servers WOULD NOT fix the problem... it's a coding issue they they still have not been able to unravel.

Yep... If they just stopped effects of the same type stacking and put a individual cooldown on purge I don't think they could survive. At the moment they are purging outside of the GCD as it is a synergy and most members have 3-6 layers of regeneration on them at any given time. If you could only purge every 8 seconds or so and couldn't layer the same type of heals. We would see much healthier and well thought out team work IMO.
