Stuck at 1/9 for main zone quest in Rivenspire and cannot get next quest

I'm not sure how this happened, but I'm stuck at 1/9 for the main story questline in Rivenspire. The zone guide says to go see High King Emeric in Shornhelm, but he has no quest for me. His dialog is:
"Shornhelm may be secure, but reports from other parts of the kingdom suggest Montclair is stirring up trouble everywhere.
Countess Tamrith and Baron Dorell will each take a detachment of the Shornhelm Guard and go investigate these reports"

I've logged out and back in, disabled all addons, dismissed companion, and gone throughout the entire zone and done all side quests to see if I missed something somewhere.
I've also logged a ticket in game with customer support, but I have no idea how responsive they are.

Any ideas?

I received a "fix" today.

Turns out the prologue quest "The Ravenwatch Inquiry" blocks Emeric from offering "Dream-Walk Into Darkness".
Once I abandoned "The Ravenwatch Inquiry", I was able to get "Dream-Walk Into Darkness" from Emeric.
