Have voted Summerset but haven't done Blackwood yet, just got a companion. I was waiting for the enhanced version (PS5) to see it in all its glory

    Wrothgar.

The story was good (it didn't have the daedra du jour behind it), public dungeons done right - still among the best non-instanced places to grind XP to this day , a lot of thought and care went into the geography and landscapes, memorable [to me] side quests and characters, challenging WBs (one of them really tricky to solo without the devs giving it cheesy 1-shot mechanics).

All in all the expansion I am most fond of and one that if it wasn't for the whole Maelstrom Arena weapon fiasco would be untarnished.

    Summerset.
Haven’t done Blackwood yet but Summerset ticked almost all the boxes for me.

A beautiful zone that I still spend hours in just exploring, a fun and interesting story with beloved characters, some amazing side quests and bringing in a much needed crafting skill with jewelry crafting.

The only real downside is that the Psijic skill line left me very disappointed especially compared to the new classes that Morrowind and Elsewyr brought (My main is now a Necromancer with my secondary being a Warden).

    Elsweyr.
So far it's a hard one to call but at the moment I feel like Elsweyr, Greymoor, Summerset and Blackwood are all tied at the top but only just started with Blackwood really and nowhere near finished so it might pull ahead. Morrowind was good but felt very short. Summerset had good story and Elsweyr visually stunning, good story and interesting characters.
I think in terms of character and atmosphere that Blackwood is really strong.

Hew's Bane. The best city because it looks like city, completely new amazing characters, story without daedra in every corner, well-made landscape, fresh design for daily quests. For me it easy outshine every "year-long" trash
    Next is Orsinium

    Greymoor by far the worst

    Easiest ESO poll ever.

Honourable mentions though; Wrothgar (would of been my second answer) and then clock work and the reach.

    Elsweyr.
I voted Elsweyr because of dragons, the best of "world events" for me. The zone and story are nice too and the fur stocks come back is kinda cool, and I liked that they retconned them a little . Like less "subsidiary" and useless furstocks, and I hope the ohmes are gone forever or will be something else than a furstock, they were the weirdest *** ever lol.

But the best story for me was Orsinium because for once it wasn't "SAVE THE WORLD (again. damn that year 582 is really hardcore.) FROM THE REALLY EVIL AND ULTRA EPIC ENNEMY FROM OBLIVION/LEGENDS/DISTANT PAST !"

    Summerset.
    Summerset.

I was absolutely floored the art department proved this game can look gorgeous as an MMO. From the towering spires, beautiful oceans, and lush greenery, Summerset has it all.

It also has my favorite quest in the entire game: Lauriel's Lament.

What a haunting story in a haunted setting. That she sings her story just adds to the immersion. No spoilers, but a great quest with an ending that's truly up to you to decide.

One more feature: it ties directly to Morrowind depending on how you resolve the story featuring Veya. I will spoil here because new players won't expect this, saving Veya in the Morrowind quest allows you to continue her story in Summerset. If you choose to let her die, then a boring antagonist replaces her.

Not too many people know this, but it was a wonderful surprise.

After this, however, the chapters have been lackluster. Worse, they're using NPCs from the main quest, and it's really damn stupid to see them alive after I sacrificed them.

    Really, really stupid.

    Summerset.
Summerset was the last truly amazing expansion. Everything else after that has had flaws that outweighed whatever good things came from them. Elsweyr was a disappointment but the zone is pretty in it's own way, Greymoor feels incredibly empty with a very poor story but has antiquities, and Blackwood is once again repeating the year long story thing which is kinda getting very annoying at this point. It's forcing all the stories to be exactly the same, or at least all feel the same. Like some kind of old school TV show like the A-Team that follows the same formula every single time.

    Elsweyr.
Voted Elsweyr because it was chapter that finally set me firmly in the game as I decided to stay. I like the story and epic fights with dragons. And Clan Mother Tadali, yes please! ^^
Summerset being close, I started playing when this chapter released, it has great story, is done with attention to detail and has this true high elf vibe.
Morrowind being third, for it gave me warden which is my second main now. And the map is vast, really dig Vvardenfell environments.
Greymoor is kinda... off, the story isn't bad but it feels rushed. Caverns on the other hand are well done.
Blackwood... I feel it's a rip off. The story is way too short and simplified, map is not really filled, for such a big area they really should add more elements. BlackWOOD and we don't even have forests, oh well. Paying for full expansion and I feel like getting small DLC. Feels like ZOS is heading into unknown direction and they don't really know where to turn. Yes, covid etc but that is not an excuse, like, I've been working remotely for 13 years, my choice, it is perfectly viable option and shouldn't be an excuse for weak result.
No Orsinium? I'd probably vote for it as Orcs storyline is simply great, map is well done, quests are memorable. Even Eveli is not that annoying as in Blackwood #assassinateeveli :D
Overall I fear they lowered their standards so much that every next expansion will be just copy-paste reusable assets with slapping a bit of story onto them to cover blatant shortcuts. It is sad because ESO story writing is one of the best in MMOs these days and so much more can be done, so much improved if only they stop turning the game into Korean grind fest and focus on ESO being part of Elder Scrolls unversum.

    Morrowind.
My vote is Morrowind. It's what brought me back to ESO, and not just for the nostalgia. Compared to other chapters, it released a lot of new content.
    - Warden. My favourite class compared to all the others.
    - Battlegrounds. Straight into the action with none of that boring 5 minute horse ride to the next keep.
    - Large land mass with plenty of things to do and explore
    - Interesting story arc that kept me engaged.
    - Fun side quests (Scarlet Judge!)
    - Pickpocketing NPCs for motifs is now a thing.
    - Useful craftable sets. Shacklebreaker still holds its own, and Assassins is a fun unique set too.
    - Forgotten Wastes still one of the best places for grinding XP. I also dig the volcanic and cult theme.

    Summerset.
It's always a toss up for me - Summerset or Morrowind. Summerset takes the cake this time because it's so beautiful and easier to get around. The locales are beautiful and the architecture is stunning. The main quest in this zone was really good, the crafting area is my home. The abyssal fonts were fun to do.

Morrowind has better side quests, probably the best in the game IMO. There's really varied landscapes and the public dungeons are incredibly layered. I like the additional ways of travel with the Silt Striders and boats, makes getting around the harsher landscapes a little easier. It introduced the Warden, which became my main.

Elsweyr is good too, I can't think of much bad to say about it. Again, there's a lot of layered landscapes, beautiful areas with dense foliage and a sense of history. The story and feel here are really good, reminds me of something out of an Indiana Jones movie. I really like getting a free house as part of the storyline, wish that would be a staple of each expansion.

All three of these expansions had good armor skins too, so that's an added bonus.

Greymoor just...I don't know...it was bland for me. The city layout of Solitude was strange and disjointed, too many doors. The zone itself just didn't speak to me, even as someone who loves mountains and nordic culture. That whole release cycle wasn't ZOS's best moment either, particularly with the pandemic, so that soured it too. Markarth was an improvement and is a cool city, I just don't see myself going back there. The addition of the solo arenas and antiquities was appreciated though.

Blackwood is alright so far. I don't like some of the clingy NPCs in the delves and dungeons, but other than that I'm not put off by the expansion. The zone itself is cool, has good music, and the quests so far are interesting. I'm not too far in though, so we'll see how my opinion evolves.

Morrowind and Summerset. They both had a lot of work and detail put into them, and much better writing, which is something that deteriorated in later chapters. Features were better too, especially jewellery crafting. Companions and antiquities pale in comparison, and overall quality, and value-for-price, has gotten worse since Elsweyr.

Voted for Summerset but would agree with some here that Orsinium was one of the greatest expansions ZOS ever made in ESO^^
DB and TG Expansions also were very good, especially the guild-questlines and they gave you a whole bunch of new things to do in all of Tamriel with those two DLCs

I absolutely could not choose between the first three, so I let my bias be the deciding factor.

Something really did change with Greymoor. I want to say it's the writing. What was noticed in Greymoor was so much worse with Blackwood. The near constant reminders of what you're currently doing, the incessant hand holding, the abrupt rushed flow of events.

    Summerset.
It's a no-brainer, Summerset brought the most content compared to any chapter, and it was well worth the price.

Two zones, Jewelry crafting, Psijic skill line, on top of the new trial. Not to mention that Summerset is huge. Epic story. Teaming up with Mephala and Clavicus Vile to take on Nocturnal sure was different. Plus there was a lot of continuity of story arcs from Morrowind chapter and Clockwork City dlc. Darien, Veya, Razum Dar, etc. Even some other minor characters make a re-appearance depending on your actions in Morrowind chapter which made the world feel more alive and reactive to the your actions. Even the enemies feel quite unique from any other chapter and weren't some over-recycled nostalgia trip like Western Skyrim was.
