Why does one of the best passive perks in the game want us to wear different types of armor?

It is universal to all classes, races, and content. The Undaunted is a motley crew, not as focused or disciplined as the fighter's or mage's guild. So the bonuses reflect that, just like FG is stam and Mage is magic etc.
Even the numerically small armor passives derived from the single piece are important to the min-maxxer regardless of content. So up to 11 skill points go into passives for one piece of armor, and you get the 2% to off set or get different stats than 7 of the same thing.

sorry mate, doesn't answer the question. is there a better point to why the most powerful perk in the game is given to mis-matched armor? I can understand giving a perk to mis-matched armor, but the most powerful perk to it?

Undaunted Mettle not only gives you a 6% bonus to all resources, but it also gives you access to 15 armor passives, rather than just 5.

if you choose to use it then, I do on some chars, but on others I prefer 6-1 or 7 , depends on what they are supposed to do, and since the changes to armor-passives = plus and minusses, it is all no longer so bright and shiny as it once was.......

It all depends on your goals for your character. For instance, if you are trying to create a maximum health build to optimize proc sets that scale off health, or max heals that scale off health, etc, then you want to get every possible amount available. And even though running 7 heavy gives 7 bonuses to health, activating Undaunted Mettle will still give you slightly more total stat.

I think more options are certainly better than less.

Keep in mind that Undaunted Mettle only gives 2-4% of each resource for combining 2 or 3 different types of armor. It’s easy to say “6%”, but 2% of that you get even if you wear 7pc of the same armor weight. I think it’s pretty well balanced currently, where 7-0, 6-1, and 5-1-1 are all pretty good options. 5-0-2 setups seem a little weak IMO, since they miss out on 2% resources and one level of armor passive in their main weight.

Maybe there should be a small downside to having "the most powerful perk in the game"?
This, its an balance between the armor passive and the undaunted passive.
Its usually solved with monster sets unless one of your set if crafted.
If you use an mythic you typical pair it with one monster set piece as they have the best one piece bonus.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

You get 5 armor passives if you wear one type of armor, 10 armor passives if you wear 2 types of armor, And 15 armor passives if you wear 3 types of armor. If you are getting 6% more stats from Undaunted Mettle, you have access to 15 armor passives.

I don't know why anyone thinks this perk is so good.

It's like what, maybe 2k to your highest pool, and an irrelevance to your other pools. Tanks don't need the extra health, and DPS/Healers will often benefit much more from two extra stacks of their armour weight passives.

This perk would only be the best perk if you could keep your armour weight passives and get the maximum bonus from mettle.
