Snow Treaders, Ring of the Pale Order, Ring of the Wild Hunt, Malacath's Band of Brutality... all of those offer something unique, that you can not get anywhere else. That is what makes those mythic items good and worth using.
Gaze of Sithis does not offer anything unique. It is just raw stats buff with a penalty. This set was meant to provide huge dmg mitigation buff, but at the price of not being able to block dmg, you can only block status effects. Original value on pts was 10K Armour, which may seem like a lot, but it is on pair with brutality ring. Malacath ring buffs your dmg by 16%, and 10K armour reduces dmg taken by around 15 - 16%. Additionally, Gaze of Sithis is a helmet, so you can not use Monster set with it.
With 4K armour, I can basically use some jewellery glyphs to achieve similar results and still be able to keep my block mitigation (50 or 60%, I don't remember exactly).
Besides, in PvP Wild Hunt Ring actually provides more dmg mitigation than Gaze. It is far better to move away and not to take dmg in a 1st place vs absorb less dmg.
If something should be changed about Gaze of Sithis - it should be armour. 4K is just too low for the penalty you get. 7K imho would move this mythic from "why would I use this set ?" category, to "I know in what niche build I can use it" category.
Also, health recovery stat this set provides is just umm... kind a "dead weight". It does not contribute to anything and it is just taking away this set power budget. Health recovery is "meh" in PvE and in PvP it was reduced to meaningless.
