One of my friends is unable to complete the quest. The turn in is not there at all for her. She's abandoned, restarted and everything several times.

Anyone affected should submit a /bug report in game. The more people the better, to draw attention to it.1 -

Dismissing the companion worked for me!I had the same, someone suggested dismissing my companion, which worked.
ZOS still needs to fix this though.
Note: In the follow-up quest "The fall of Faolchu" when you need the volunteer to unlock the three towers, the same issue happens. The volunteer does not spawn. Which is also fixed by dismissing the companion.1 -
