If Blackwood expansion is required to get companion gear drops, can a character that has not unlocked any companion get drops?

I think this for threw reasons. 1. Since it is able to be sold it would create a huge imbalance in the game in terms of gold 2. It is a great way to make people want to buy the new chapter who don't have it and 3. The coding would have to be more simple to just have a chance to drop always.
