Is Harpooner’s Kilt useful in actual content or it’s just bis for flexing dps parses on trial dummy?

Seeing all the complains in game and on forums how horrible Shadowfen grind is I have to wonder if camping a single resource for hours or logging at 5 am to farm water and plants actually provide me with better performing gear than I have currently. Just for reference the set, I’m talking about:
Harpooner’s Wading Kilt – Medium Legs
1 – Dealing direct damage grants you a stack of Hunter’s Focus for 1 minute, up to 10 stacks max. You can only gain 1 stack of Hunter’s Focus per second. Each stack of Hunter’s Focus increases your Critical Chance by 125 and your Critical Damage by 1%. Taking direct damage removes 5 stacks of Hunter’s Focus and has a 1 second cooldown. Removing Harpooner’s Wading Kilt removes all stacks of Hunter’s Focus.
So what I use at the moment is Slimeclaw + leftover from overnerfed Zaan which gives me 657 spell critical at all times and since it’s light armor I also have additional 219 crit (876 in total), 939 penetration, -2% cost on magicka abilities and +4% on recovery. Harpooner’s Kilt though is medium armor only so I would lose all these bonuses to get 374 crit and 10% crit damage in ideal scenario, which is parsing and parse bosses, but I can think of lot of dungeon and trial fights where this set would have rather inconsistent uptime and bonuses it provides go to waste making this set niche at best. Is this set really hyped from nothing by certain content creators or am I missing something crucial here?

    Completely useless for me, but hey, let the players grind their lives away for imaginary gains.

    You're not far off.

    For dummy parses, it will be the best. Hands down

    For some raid bosses, in highly organized groups, it will be the best option.

    For most other content, it won't be worth it, either due to not enough time in the fight, or unavoidable direct damage.

    It's certainly not overpowered like Thrassian was at launch. Is it good, in some content? yes.

    So far I’ve run normal Rockgrove with it twice on a mag warden and was able to keep stacks pretty consistently, particularly during boss fights. Note that the stacks get lost on direct damage and a lot of red circles don’t seem to count as that, so standing in stupid doesn’t always remove the stacks.

    Contrary to ZoS' intentions with recent stats changes, crit chance is still a very sought after stat (maybe even more so) so anything that boosts crit seems valuable, but it depends how annoying the direct damage penalty is.

    Average of 4 stacks in a fight and it's BiS. Very useful.

    Believe at 3 stacks it surpasses a monster set so that sounds about right.

    86% uptime vashm. Heard of good up times in vrg. Probably not good for trash mobs

    I did the grind. It was painful. I got the Kilt. I love the kilt. Bow/Bow builds were lacking good monster set options before. Hitting Velidreth from melee range is a no-brainer but from range it's a bit tricky and you need to aim and if you miss you are getting no value from it.
    The Kilt on the other hand stacks fast and aside from solo content you rarely get hit by direct damage attacks. Your tank has you covered and when you see something flying at you, you can dodgeroll to keep your stacks up. So I'd say it's worth using. Whether it is worth the pain, I cannot tell. If you get lucky and get it fast, yes. Otherwise, not so much. Just run two crit pieces.
    This Bosmer was tortured to death. There is nothing left to be done.

    Obviously as with trash or lots of adds you get hit, bosses there DD only get AOE it should be nice.
    Dressing room is nice here.
    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

    It'll be nerfed after a while. I see no point getting it -> Look at the other similar sets not being used since.

    I don’t think it’s great, but what’s the alternative? Monster sets seem universally weak these days, even Zaan isn’t impressive. Arena weapons aren’t particularly useful (maybe a couple of the stamina ones). And the Kilt lets you wear 1pc Slimecraw which gives 3.5% crit (all other 1pc are 3%).

    It’s mediocre, and better than anything else. Exciting times...

    I think that Death Dealers Fete can be a decent option for fights where you constantly lose stacks. After 1 minute you gain 2640 health, mag and stam which is pretty good for a 1pc both offensively and defensively. Maybe a little better for mag than stam but its an option thats often being overlooked.
